Fallback Plan - West Virginia where land is cheap, great medical care is hard to find, but people still live out their lives as if it were fifty years ago.  It falls last in many categories that are desirable and first among those not, but the people are nice and you can make a home there like anywhere else.  The biggest negative is the cold of winter and the snow if you have to get somewhere or just get out of your mountain spot.  It might serve well as your seasonal location for escape from the complexities of city living.  Much of West Virginia is still rural.
